Multisector Risk Identification to Assess Resilience to Flooding

Climate trends suggest an increase in the frequency of intense rainfall events and aggravation existing conditions terms flooding urban areas. In coastal areas, are aggravated by coexistence with overtopping. Flood risk control is complex, interdependencies among services sectors areas imply need for adoption approaches that embrace interplay between service providers to ensure critical functions. Flooding incorporates several hazards. Assessment resilience multiple hazards complex environments benefits from integrated multi-sectoral approaches. A common constraint resides limited data tools available undertaking these assessments. This paper proposes a risk-based methodology assess areas’ addressing sectors’ context ready-to-use tools. Multisector flood identification pursued support geographic information system applied Lisbon focus on cascading effects drainage failures buildings, populations, mobility, waste management, electricity supply. The results demonstrate potential combining knowledge different sources dual modelling approaches, thus allowing one obtain exposure vulnerability current climate change scenarios. facilitates dialogue stakeholders decision levels contributing capacity building, it contributes sustainable development.
